24-hour licensing at the Shard

I see that there is an application for a 24hr license for the Shard or at least an address by the Shard by a company associated with it.

Guessing the application will help the hotel, The Shangri-la, look after its guests.

Am I right in thinking such bars are opening to non-guests as well? I know I used to hang out regularly at the Russell Hotel on Russell Square late into the night.

The restuarants will certainly be open to non-residents and they will have bars too.

The application is for the "viewing gallery" which I suspect will be distinct from the Shangri-La.

That's what I was thinking. The viewing gallery will be hired out for corporate & private parties I reckon so it basically will be like a club with a 24 hour license.

The Shangri La is a very cool and highly regarded hotel group so the food and drink venues in the Shard will be second to none in London. Time for someone to invent some new cocktails? An SE1 anyone? No? How about an Elephant's Causeway?
