Glasshill Street disgrace

Am I the only one that has noticed the disgraceful state of Glasshill Street?
If you are not familiar with it, it's in between Blackfriars Road and Southwark Bridge Road. I wouldn't recommend a visit though because the main attractions are:
- pigeon droppings
- cab drivers' urine
I was hoping for the street to be cleaned up after the completion of the new development (Glasshill Studios and above 1 million worth penthouses), but it didn't happen.

Shouldn't the council provide public toilet facilities for both the pigeons and the cab drivers?
