Southwark Council's planning committee is poised to reject the massive redevelopment scheme for the Elephant & Castle Shopping Centre and London College of Communication after a late-night hearing lasting nearly eight hours.
A motion to approve the planning application was defeated by four votes to three just before 1am on Wednesday, towards the end of a meeting which had started at 6pm the previous evening with protesters invading the foyer of Southwark's Tooley Street offices.
The decision is a victory for local campaigners and a blow to developers Delancey and to the political leadership of Southwark Council which had backed the scheme put forward by the company.
The planning committee will reconvene on Tuesday 30 January for a further vote once the the reasons for refusing the planning application to be included in the formal decision notice have been drafted by officers.
