"Elephant Angels is about the regeneration of people and not place," said Simon Hughes MP during the launch at the Imperial War Museum.
The £4 million advocacy project is to run for at least three years tackling social and personal exculsion by means of outreach work.
The core area is the Elephant & Castle but the Angels are available to help individuals in most of SE1 west of Tower Bridge Road.
The aim is to help individuals overcome such barriers as bad housing or drugs. A special team is ready to help those wanting jobs. Assistance will be given with preparation for a job interview and support can continue during the early months of new employment.
