Representing Cathedrals ward in the London Borough of Southwark
David was a councillor in the borough between 1998 and 2002 and was elected again in Cathedrals ward in 2006.
He was until 2010 Southwark's executive member for health and social care.
As a professional community safety officer he is experienced helping the police to reduce crime, anti-social behaviour and substance misuse.
He has extensive knowledge and experience of local government and is committed to being an effective voice and champion for Cathedrals ward residents, voluntary organisations, charities and businesses.
His interests outside politics include keeping fit, cinema, travel and eating out.
He is also a member of Amnesty International.
Cllr Noakes is Southwark Lib Dems' deputy leader.
